CloudEvents Envelope Schema

CloudEvents v1.0 envelope for Justice Assistant API events with required tenant extension attribute at root level. The 'tenant' field is a CloudEvents extension attribute (per v1.0 spec, extensions go at root level) that is client-provided and validated by API Gateway against the authorized tenant list in the JWT.
